It was that a number of accidents have taken place during the year 2010 and there is a gap between the knowledge and understanding required for the application of the International Regulations for the Prevention of Collision at Sea and the standards of watch keeping as required by the STCW Convention (as amended)
Accidents are also attributed to the fact that there is a tremendous increase in the size of vessels, tighter schedules, heavy traffic density, increased concern about environmental safety, it has become necessary to upgrade the skills of the navigating officers in handling of ships in different situations during all the stages of a voyage.
In order to bridge this gap the need was felt to commence a course which would thoroughly enhance the knowledge and awareness of the rules and regulations and their application.
This three day course is being conducted by using quizzes and questionnaires, case studies and extensive discussion and sharing of knowledge in the class room.
